Tom Frame

Professor

Professor Tom Frame AM is the inaugural Director of the Public Leadership Research Group and the Howard Library located at Old Parliament House.

Tom Frame joined the RAN College, HMAS Creswell, as a 16-year old junior entry cadet midshipman in January 1979. He served at sea and ashore, including a posting as Research Officer to the Chief of Naval Staff, and completed a PhD at UNSW Canberra in 1991 on the 1964 HMAS Voyager disaster. He resigned from the RAN to train for the Anglican ministry in 1993. After parish work in Australia and England he was Bishop to the Australian Defence Force (2001-2007) and then Director of St Mark’s National Theological Centre (2007-14). He has been a Visiting Fellow in the School of Astronomy and Astrophysics at the Australian National University (2000-2003); Patron of the Armed Forces Federation of Australia (2002-06), a member of the Council of the Australian War Memorial (2004-07) and judged the inaugural Prime Minister’s Prize for Australian History (2007).

A graduate of the Universities of NSW, Melbourne and Kent, he was appointed Director of the Australian Centre for the Study of Armed Conflict and Society (ACSACS) at UNSW Canberra in July 2014. In July 2017, he became inaugural Director of the Public Leadership Research Group - Howard Library. He coordinates the Masters of Public Leadership and Policy (MPLP) and the Doctor of Public Leadership (DPL) programs and has a leading role in the UNSW Canberra ‘Moral Injury in Modern Warfare’ project.

Tom Frame is the author or editor of more than 45 books including Where Fate Calls: The HMAS Voyager Tragedy (1992); HMAS Sydney: Loss and Controversy (1993); Living by the Sword: the Ethics of Armed Intervention (2004); The Life and Death of Harold Holt (2005) and The Long Road: Australia's Train, Advise and Assist Missions (edited, 2017), and Widening Minds: the University of New South Wales and the Education of Australia's Defence Leaders (2017), Gun Control: What Australia Got Right and Wrong? (2019) and a four-volume edited series on the Howard years: The Ascent to Power, Vol. I, 1996 (2017); Back from the Brink, Vol.II, 1997-2001 (2018); Trials and Tribulations, Vol. III, 2001-2004 (2019); and The Desire for Change, Vol. IV, 2004-2007 (2020).

He was appointed a Member of the Order of Australia (AM) for "significant service to higher education, the Anglican Church and the community" in the 2019 Queen's Birthday Honours List.
